IMPORTANT TO KNOW before submitting: If selected, the first FULL WEEK of this contractor's assignment will be ON SITE (the first 5 days) then they will work remotely but ONLY AT MANAGER'S DISCRETION and after a trial period and training has been completed. Contractor should plan to be ON SITE until the mgr provides then with an update. Pls make sure your contractor is clear on this ans there was some confusion on when they would be allowed to work remotely. The mgr will let them know once they are comfortable so they should plan to be ON SITE until the mgr provides them with an update.

 

Do not submit candidates who interviewed previously. 

 

IMPORTANT: Agency will not cover expenses if they are not local to Richmond for the week they are on site or afterward. The subsequent weeks may require days ON SITE until the manager is comfortable with their progress. Pls make sure your candidate is aware and agrees to this arrangement.

ABOUT THE ROLE

Treasury is seeking an exp .NET developer to assist in the development of our new Bond Requisition System.

 

The Treasury currently issues debt for multiple bond programs.  Each of these issuances results in bond proceeds that need to be paid, on a reimbursement basis, to the various institutions and agencies on behalf of which the bonds were issued.   Because the proceeds are paid on a reimbursement basis, we have a need to track the proceeds and ensure that payments are made in accordance with legislative authority and bond requirements.  As a result, we are developing a new Bond Req. System.

 

There are numerous .Net , SQL and other tasks to do such as:

a.            Define & Implement Security in the System working with Main user and ISO.

b.            External Portal design and coding.

c.             SQL Data conversion tasks if needed.

d.            Develop help system.

e.            Assist in UAT testing.

 

Proficiency in the following technologies:

 

.NET, Visual Studio, C#, VB.NET, VBA, HTML 5, JavaScript, CSS, SQL Server, XML, Web Services, Source Control, Content Management Systems.

o             Experience with the software development lifecycle including waterfall, agile and other methodologies

o             Experience with OKTA, SAML or single sign-on solutions a plus.
